Abstract
That we reviewed the importance of the EU Council in the legislature, this Council an important role in the process of building the Iraqi state, the Federal modern and this requires expediting the issuance of the Law Council of the Federation and the composition and practice of work in order to take its place in the federal legislative authority to be laws and decisions issued by the more mature and placed than it is today to contribute to the process of construction and development in the new Iraq.
