| Abstract | ||
| Of the most important ingredients for the process of rebuilding Iraq at the present stage is the budget allocation to local governments to implement infrastructure projects, which has suffered a lot of neglect and lack of allocations for long periods. And what distinguishes the current regim is the presence of local governments, which takes care of the implementation of the projects from the reality of pressing domestic needs of their communities which must reflect their strategies to optimum use its maximum available resources. During the past eight years, it has been allocated a lot of money to local government budgets for the various governorates in Iraq and has been completed many projects for the rehabilitation of basic infrastructure which is necessary for Iraq to open its wide doors for investment projects which in turn is essential and necessary for the success of the reconstruction process | ||
