Abstract | ||
Studying the case of deviation in the general administration cannot be determined without the studying of the administrational system of the state whether from the organizational , the theoretical and the procedures adopted in the processes of running the general functions according to the practical bases and the theories which are applied and approved successful. Undoubtedly, there are statistical criteria for the determination of the extent of the deviation committed by the human workers which perform the general administration processes and the procedures adopted to administer , select , control , and evaluate them .It is worth to mention that the administration refinement faces many challenges in the developmental countries especially the globalization phenomena which starts to be a worldwide phenomena especially after the destruction of the soviet united . We put a crucial importance to the studying of the administration from the political and the Islamical cultural perspective. Therefore , we will tackle with the studying the jobbery , the reasons and the treatments in accordance to the following procedures : 1- General function and the officers who occupy it. 2-The financial psychology and its effect on the officers' behaviors . 3-Monitoring and its effect in preventing a jobbery. | ||
