Abstract | ||
Abstract Has become the era of commerce portal strategy for all ages on the one hand, and the use of information and communication technology on the other hand, taking moderation between countries on the threshold of a radical transformation of advances in information technology and telecommunications, and the existence of the Internet and computers at better globalized world is witnessing developments and radical changes rapidly in the direction of openness to all systems of the various dimensions of political, economic, social and cultural creates a widening in the size of technological progress was reflected in the increase of production and exchange of goods and services and contributed to the strength of the link between the markets. The researcher reviewed the emergence of e-commerce, concepts, characteristics, basic requirements, models, their advantages and constraints. Researcher also tried to identify on rooting historic and conceptual and tools of globalization on the one hand, and to identify trade policy and globalization and e-commerce on the other. Researcher dealt with e-commerce applications in the Gulf Cooperation Council (GCC), With regard to e-commerce in Iraq was through resolution analysis of the sample consisting of Iraqi companies and banks (government and private) and then processed using statistical programs. The study recommends the need to provide a legal and regulatory environment governing the functioning of e-commerce in Iraq and protected after providing requirements of infrastructure modern technology Kalhacob and the Internet and training and the establishment of a government site on the Internet to promote e-commerce in Iraq. | ||
