Abstract | ||
Abstract The research is dealing with health insurance system, and the ability of its implementation it in Iraq as represent one of most important available alternative to fund health care system in Iraq, because it is subjected to comprehensive coverage system financed by the government which is valid since 1921 till nowadays. Because the reality of present health service which evidence significant deterioration summon seeking for new efficient resources for financing health services and Comprehensive coverage system which is financing by government support. Serious thinking has been sought for proposed alternatives financing health services in order to get up with actual present health services. Health insurance system in Iraq was one of significant proposed alternative to be implemented in Iraq as in other countries. This study tried to know the range of ability to implement such system in Iraq environment and upon the Iraqi citizen who used to have free health service. This study took samples from seven experts from Ministry of Health besides the researcher gathered for the purpose of this study due to high qualification of those experts and long experiences because they have high positions in the organizational structure of the ministry of health. To make use of their views opinions about identifying health services which is more suitable for Iraqi environment. Then identify the dimensions and items which are included in the first stage, followed by other stages till reaching comprehensive coverage. Some of the research results proposed by the experts in health insurance system covering all the society sections with the majority services except dental services. The researcher saw that the implementation of health insurance program in such specifications in the first stage will be very expensive, attributed to large number of the sample individual which is consist of physicians and mostly dominate their thinking humanitarian which lead to ignoring the costs, therefore the researcher suggests establishing a committee consist of different competencies (management, accounting, financial, medical and other specialty) to study the system thoroughly. Also making other research which should cover wide portion of the society and have the views of other authorities such as services introducers, insurance companies and the people who will be included in the implementation of the system. | ||
