Abstract | ||
In 1919 no country in the world had a comprehensive system of social Insurance .The term “social insurance “was not in general use ,and the term “social security “had not been invented .So that , the international labor organization was the pioneer in this field . In no other sphere has the record of the I.L.O. Show such consistent and conspicuous success . In this field , the reason for the success of the I.L.O. was that it was able at an early stage to adopt a comprehensive programme . In implementation of this programme of action, the conference adopted at its sessions a series of conventions and recommendations covering the whole area of social insurance .In the declaration of Philadelphia (1944) ,the conference recognized the need for meeting the aspirations of the world in this field by committing the organization to “the extension of social security to provide a basic income to all in need of such protection ,and comprehensive medical care “. This process of “unification and amplification “ was undertaken by the conference in 1951-1952 ,and in the latter year it adopted a comprehensive convention on minimum standards of social security (N°”:102/1952). This convention , which crowned the legislative work of the organization in the field of social security , is an admirable example of the combination in an international instrument of the formulation of positive standards combined with flexibility in their application | ||
