| Abstract | ||
| The Administrative organization in any state takes one of the two models , Central and Non Central Administration , Choosing of any of them returns to many factors the political factors are the most important of all , in both models the chief of local Administrative Section is practicing an important role in the leading of administrative activity . In Iraq , after Apr. 9th , 2003 , Administrative system has witnessed a turning from Central system in its true reality into Non Central Administration in its local administrative organizing , It mentioned by its constitution of 2005 the Non Central Administration of Governorates that Non organized in a region , according to that the mended law of Governorates that Non organized in a region No. 21 for the year 2008 has been issued granting the Governorates wide administrative jurisdictions for the managing of their administrative and financial affairs considering the chief of administrative Unit as the superior executive employee in his administrative Unit , which makes him practicing an effective supervising role on the local council of the administrative Unit , all offices and its executive systems only those which excluded with a particular law for improving of local reality of the Administrative Unit and to meet the needs of its populations . | ||
