Influenced technological developments in contemporary societies and their effects appeared in operations management, organizational and technical institutions in the different direction, especially after many of the Arab countries to apply the concept of e-government, prompting the formation toward the cultural and behavioral patterns of certain government institutions about the dealings with the audience.
