Abstract | ||
Make states the maximum effort in order to prevent the crime, if signed, it strives for the arrest of the offender to punish him and order him to compensate the victim, who has the right to seek compensation for the damage to the right of the crime, and by raising a civil action before the civil courts or before the criminal courts according to claim punitive, but it may happen that the offender is unknown because of the inability of the authority for knowledge, which often happens in the crimes of terrorism, which leads to the survival of the victim without compensation, in view of the system of compensation based on the individual responsibility of the offender, in order to avoid this result negative, it has emerged the idea of the State's obligation to compensate for the crime, and endorsed and justified much of the jurisprudence, and taking out several laws, including the Act on Compensation for Iraqi terrorist acts No. 10 of 2004 | ||
