| The study concentrate on constitutional discuss some of the decisions of the inter-making reform decisions which canceled the posts of Vice President and the Vice-Presidents of the Council of Ministers and the decisions cancel some ministries and merge of them, with the introduction of the decisions with the it's justification and the circumstances surrounding it, based on the principle that can not surround the constitutional phenomena analyzed the provisions of the Constitution or laws without the political reality of a study by incubating. The research problem is the occurrence of an objective contradiction between making reform and provisions of the Constitution, and this dialectical reflect away some of the constitutional provisions for strengthening the reform movement, but that some of them may be the cause of inflation is not justified in executive positions, leading to a waste of public money on the one hand and to legitimize the introduction of positions for the purpose of political agreeablenesses without any economic sense, but this problem appears between two options: either constitutional prevail, approval of violating some decisions reformist or go with making reform regardless of the dismissal of the constitutional idea and both options expose the ability of the Constitution to cover the legality of the reformist decisions or not. | ||
