Abstract | ||
The phenomenon of financial and administrative corruption is one of the most serious negative phenomena witnessed by Iraq in recent years, where this phenomenon has developed at present and its dimensions have expanded and diversified in order to produce corruption in most of the various governmental institutions and facilities. They are bribery, misappropriation of public funds, bias and favoritism. And the excesses in the use of public money for personal and other interests, until some of these institutions have expressed the will of the party to which they belong, and the process of recruitment is based on the basis of cronyism and private relations, and then emerged monetary bribery in the appointment and give the Positions so that this phenomenon has become the subject of rare and insulting citizens. This has made matters even more complicated. Decisions were made to isolate and hold accountable some of the committed employees and to install other employees who were not subject to legal and administrative controls, leaving an administrative vacuum in the most governmental departments and institutions to produce the rise of a few experts, practice and experience and sometimes an authoritarian mentality. The requirements of reality, and at the same time infected with abortions and abortions of the other and how many mouths and stigmatization of tips. As a result of the inexperience of the new officials, some of the directors and heads of the departments and institutions have made improbable decisions, intervening in the affairs of the civil society organizations that must be independent, in addition to the absence of free media and the rejection of the other opinion, all of which have negative effects on corruption and corruption. Isolation and incarceration, as we see in the context of the claim against corruption is the absence of the accused in all cases. The phenomenon of corruption is complicated because of the background of the crisis, the sectarian way, the quotas and other forms of corruption, which are multiplying all over the state. They call for a continuous effort to deal with the crisis and bear criticism and abide by the legal, administrative and judicial forms in the performance and broad understanding of the political and administrative process. And the study in which we have ideas and mechanisms to deal with financial and administrative corruption in Iraq, we provide perhaps contribute somewhat to shed light on the causes of this phenomenon and to find ways to reduce them | ||
