Abstract | ||
Must for human beings from the leaders of affairs in order to upright life, but it can not be life to continue in the absence of a reference to it because people in the district of things, their livelihood, so the idea of finding the authorities that regulate things people. Heavenly religions have emphasized the importance of finding leadership that separates them disagree with the things of their lives. As one of the most important duties that God ordered his slaves to meet on the rope of God is strong and do not disperse, and no nation can survive the scourge of discrimination and conflict, but if the surrender of the leadership is efficient where the word meets the opinion and the opinion of the Shura Council, and because a large part of the provisions of Sharia mandate From the executive point of view, with the authority of the ruler and those who help him, such as separating the opponents and appointing the princes, declaring the stone, declaring war, signing the peace treaties, approving the peace, directing the armies and the nation's policy. If the ruler does not carry out his duties, the emergency situations determined by reality, in all its economic, social, political and cultural dimensions, require the intervention of civil society in order to overcome them. Thus, civil society remains in control of the expressed form of the need to overcome these situations. a prominent obstacle in the case of survival without treatment, because these conditions are not consistent with the nature of the transformations taking place in the field of development activity on the social and political levels in particular. The state's political sense is the rule of law, which is always working to consolidate its institutions, and the establishment of freedom and justice. Civil society moves when freedoms are available. Freedoms are upheld when the law prevails. The existence of the state is only strengthened by the presence of a strong civil society defending its freedom and needs. The sense of belonging to the homeland is strengthened and citizens feel the value of citizenship that compels them to defend their patriotism. At the end of the 20th century and the beginning of the twenty-first century, there were several popular movements in the former Soviet Union in Georgia in 2003 and in Ukraine in 2004. Several peaceful marches took place in the name of society to obtain change in the realization of their rights. Which led to a referendum that achieved the desire of southerners to secede in 2011. It is the civil society that creates the initiative and establishes its mechanisms, as a result of the convictions that it has managed itself, and led them to think about its affairs. And the law intervenes only in the final analysis to give the legislative dimension to this free social movement and sets out the regulations that take into account the common interests of society. This is the rule that should prevail and account for the minds of the rulers. It is the duty of the state to take care of the people with all its needs as much as possible, such as providing work climates, individual and collective liberties, and excluding all images and manifestations that indicate containment and exploitation. To this end, the institutions of the state are strong and able to respond and give. The State must strictly abide by the moral rules of its protest behavior and its management of social and political conflicts by resorting to many methods of protest patterns, which are legally permissible and to acquire organizational traditions that enable it to deal with events in a responsible and serious manner. Representation as a civil organization occupies the distance between the individual and the state. The organic affiliation of the individual allows him to express his needs and opinions and find the possible protection mechanisms that make him immune from bullying and temperament and to protect his rights and interests. thus achieved the common good of the state and society. It is in the interests of the state to live up to its society and be strong in return for state institutions to safeguard and protect its rights in an organized manner. | ||
