| Abstract | ||
| Due to the high cost of financing the university on one hand and the high demand for enrollment in the university the other hand, due to the worsening burden of funding and lack of Resources -governmental organizations dedicated to the higher education sector has become important to shed light on this problem so study aimed to find additional sources of funding to meet the needs of educational institutions have been discussing the subject through the following points : 1 - The reality of government funding and challenges 2 - the reality of government spending and challenges 3 - proposed alternatives for the development of university funding system of government . The most important of conclusions: 1 - Lack of funds earmarked from the state to finance a college education government 2 - rely on government funding for higher education is facing a lot of pressure and failure to meet the requirements of higher education with the weakness of her independence . 3 - an imbalance in the distribution of financial resources between the amounts allocated to the education sector and other sectors as well as between current expenditure and investment . 4 - Adoption of the budget on the traditional method which is based on the historical standard and negotiating in the allocation of public expenditure leads to failure in achieving the objectives of government units and respond to their needs . The most important recommendations : 1 - a policy of additional resources and adopt the idea of the university produced and the development of educational activities serve the purposes of the community and benefit the financial institutions instruction .2 - granting universities, administrative and financial autonomy to activate the educational process and the development of policies and procedures to ensure application of the provision of additional sources of funding . 3 - Work to re-examine the distribution of financial resources to the terms of spending on education, including restores balance between operational expenditure items and investment . 4 - updating laws , regulations and instructions for the advancement of the mechanism used in the preparation of the general budget so as to take into account the adoption of modern budgets to develop estimates for the public sector units | ||
