Abstract | ||
The shift towards decentralization in governance is a complex process and require great efforts, some countries have been able to shift towards decentralization is fast (the case of Indonesia - style lump sum in transition), and in other countries of this transformation took several decades (the case of India). In all cases, the autonomy of the local governments require essentially the availability of administrative structures for local governments so that they are able to provide services at the county level, the judiciary, and the village.
