Abstract
In order to ensure that Iraqi Universities occupy their proper place among the advanced international universities, the scientific and administrative construction of the Iraqi universities should be reconsidered. Only on this firm soil Iraqi Universities can be built.

To achieve this aim, responsibilities must be distributed among the departments and persons concerned. Not only that, the tools, such as sound scientific and financial plans, with which we can build a solid scientific future for the Iraqi Universities must be provided.
